Motherboards are not OS dependant, at least not in the sense you are talking about. Windows XP will run just fine on it, as will Vista, and most Linux distros.

One thing to consider is what processor you will be getting. If you go with a 64-bit processor, you can use Windows XP 32-bit or Windows XP 64-bit (though I would recommend Vista if you want to go the 64bit route).
