need more details, there can be many reasons

1. check if your Ram is seated properly
2. same for your video card
3. since you changed your mobo i guess rest all is for previous mobo , if your os is XP you need a patch for Amd chip , i think
4. disconnect everything except your video card and hdd and troubleshoot one by one.
5. is your hdd is correctly fixed as primary master??
6. reset your bios via jumpers.

Its not the hard disk or the OS because if the computer switches of after a second, its hads't got any where near looking at the hard disk.

It sound like a short circuit. Switching of after a second means that the power good signal is not being set and the PSU turns itself of to avoid damage.

Check your mounting posts. Make sure you didn't inadvertently leave an unused on in place that is touching the underside of the MB. Use insulating washers if necessary.

You don't need anything to make an AMD CPU run under Windows XP. XP accommodates an AMD very well.

Try disconnecting or removing everything expect the minimum hardware to get it to boot up...that will eliminate many possibilities.

Just have the motherboard, CPU w/HSF, one stick of RAM, graphics card, & keyboard...nothing else. Remove all add-on cards (sound, modem, etc) & disconnect the hard drive, optical drives, floppy (both the power & ribbon cables), & mouse too.

Now see if you can bootup...if you can, obviously one of the things you disconnected was causing the prob. Now you just have to figure out which one it was. Reinstall one or two things at a time & try to boot again.

...there is no spoon...

I have removed all the drives,floppy,add-on cards. I did make sure all the jumpers are connected right, the motherboard is not touching the underside. But still got the same thing. i guess it's because short sircuit, but i still have no clue where. any other possibilities? thanks

The next thing to try then is to take the motherboard out of the case and try to run it on the bench.

If that works then it is definitely a short circuit. The only thing to do then is to put it back together again very carefully and hope that you eliminate the short circuit.

One thing you can do is to reset the bios of the CMOS chip. I had once over clocked my mobo to a certain level passing the threshold level, and there was probably an unsupported speed between the CPU and MOBO bus. Two ways you can reset the CMOS, 1), look in your manual and there is a jumper that you can play around to reset the board to its default settings from the factory. 2)Take out the button cell from your mobo and replace it again. Try this and see whether it works. It worked for me previously. Thanks!
