mother boards not working

Specs: N/A, 3.0ghz 4gddr2 (4*1gddr2)
I have a diagnostic card the reads 00 and FRAME and CLK in the pci slot of my gigabite motherboard there is no response execpt for the PSU fan and any thing i have pluged directly in to the PSU also i have a ACER motherboard that turns on but i get no reading from the 9800GT NVIDIA G-FORCE graphics card (last tested as working) and i get the same 00 and FRAME+ the IRDY light is just lighting up but not much.

I assume you're benchtesting? Dump the PCI card & do it the right way. You should have just the board with the CPU & HSF, one stick of RAM, PSU, video card (use onboard video if the board supports it), monitor & keyboard - nothing else! Make sure everything is connected properly, turn on the PSU & monitor, then power up the board by shorting a screwdriver blade across the 2 pins the case power switch would be connected to. The PSU & fans should spin up up & the POST screen should come up on the monitor. You can then use the keyboard to enter the BIOS & tweak the settings.
