You bet. Find out the manufacturer of your drive and download its diagnostic disk as it creates a self booting diskette.
For most, if not all, new drives there comprehensive tests that you can run outside of an operating system. There are some drawbacks to this though as some tests will erase your drive's data, so make sure that you backup the drive prior to running tests.
