Monitor won't power up

OS: Win98 SE
CPU/Ram: Pentium 450

Attempting to repair this computer for someone else. When connected, the machine powers up fine, but the monitor does not turn on. I know it works, because I just used it to fix another machine. I think it's the video card (Toshiba AGP). Any ideas?
