monitor stays in sleep mode on boot

ive built a computer about a year ago here's the specs: athlon thunderbird 1.2ghz shuttle ak31 motherboard geforce 4 ti4200 256mb ddr
earlier today i came across a problem where when i turn the computer on it will not bring the monitor out of sleep mode and it doesnt seem to run through the bios. i wanted to try reflashing the bios but it doesnt even check the floppy drive. i have also tried removing all power (including the cmos battery), unplugging my hard drive, and even a new video card but still no luck. if anyone has any ideas that might help it would be very helpfull.

1. Try another CPU if you can. Sounds like a dead CPU. ***** 2. Or the south bridge chip on your motherboard is bad. 3. Or a PWS not supplying enough voltage to your system.
