Monitor replacing some black pixels

Specs: Windows 7, 3.1GHZ/4GB

Since yesterday my monitor (Samsung SM 2433BW) has been replacing some black pixels with red/green flashing ones. This only occurs on black but not ALL black, only some (doesn't seem to be specific). If I move a window around the pixels that flash do not remain on the same part.

e.g. at the moment the 'tom's' in 'tom's guide' above has a few green pixels but if I move the window the flashing pixels move to the top toolbar.

It doesn't seem to be a video card issue as my other monitor works fine and I have checked all connections already.

Is my monitor dead or could it be something else causing this?

Are you using a screen resolution that matches the monitor's default setting?
