Hello. I recently reformatted my HDD. I have installed all of my drivers and yet one problem persists. Whenever i scroll down my monitor seems to refresh. Any help?

I have been trying all day installing/uninstalling my video drivers. I have an ATI x850pro. When i reformatted and booted up, i installed the Cat 6.6 drivers. The same problem would occur. Also, i am having problems with my games. Oblivion for example gives me a message "failed to initialize renderer." I uninstalled the 6.6 and installed the drivers from my Cat cd (5.10) and they gave me the same problems, so far every driver from 5.1 to 6.6 has given me this problem. Any help? I have also reinstalled DX 9.0c.

perhaps it needs the 'proper' motherboard chipset drivers instead of the basic ones built into windows. I would normally instal those drivers before the video card drivers.
eg. from intel website or Via website , SIS etc depending on make of chipset

Well, I just re-reformatted and installed all of the basic drivers that came with the CD for the motherboard, and then installed the drivers for the video card from it's CD. I come across the same problem. I checked the windows Device Manager and it tells me that the VGA driver is not configured correctly.
