Monitor only displays after Windows Boots

Specs: Windows XP
My monitor LCM-22w3 22 inch I have had no problems in the past when i first got it and everything worked basically fine. It seems that now when try to get to the bios ( I really want to reformat) I cannot because the screen just says "no input" and goes black and will stay black until I hear the windows starting noise then magically my monitor works..
I tried clearing CMOS although I'm not sure if i did it properly I just put on a jumper cap for a few seconds like the book said but im not sure if that is really doing anything. I'm willing to try removal of the battery.

Can any figure out whats going on here?

It's probably not something that clearing the cmos would help. It sounds like a problem with the video card. Can you temporarily swap in another one and see if you get the posting screen?

Or, does the monitor have on-screen programming where you can specify accepted resolutions? The posting screen is probably 640 x 480. I've never known a monitor to block that resolution so I doubt that's it. But you know the capabilites of yours better than I do.
