my father has been using his system for many years. Its a Packard Bell Pulsar c400. Recently whenever he has used it for about an hour the screen appears to stretch width-ways and he is unable to see the information on the left and right of the screen. The desktop icons themselves also appears streched from side to side. If he powers the monitor off/on the screen resets to normal . Also if he removes the monitor cable from back of pc, waits 10 secs and replaces it the screen appears normal. I have tried another monitor with the pc but this seems fine. This problem only seems to occur after anhour or so of use. Any Ideas???

If as you said you tried a different monitor and the problem does not exist then it must be the monitor. You could verify this by putting the monitor on another system. I think "for many years" might be the key.
