ok, the video card in my parents computer was near its end, so we took their computer in and had a newer, better video card put in. However, since then the monitor has been all messed up. There are these lines going up and down the computer and when you move a window they seem to overlap eachother and get worse. I have no idea how to fix this or even what the problem is, I am assuming it has to do with the new vid card. Any suggestions?

I would take it back to the people who changed the video card and have them fix it.

If you paid for the job to be done, give it back and get them to fix it. If you got it done for free, go into device manager and see if the correct drivers are installed for the display adapter card. If not, go to the makers website and download then & install. If you have the drivers on a CD (that came with the card) you can install then from there.

Have to agree with the first two posts. The problems you describe have nothing to do with the monitor. Usually lines or slow window refreshes are due to old/incorrect/bad drivers or too little memory on the video card. Sounds like they took you for a ride. Have them put the latest drivers in and if that doesn't fix it, get a better card.
