I have a KDS Avitron 17" moniter. Ive noticed some wierd fluxes lately on the moniter, barely noticable. you wouldnt see it if you werent looking for it its that hard to see, well now its not doing it thats weird......

Anyway, The refresh rate is at 60 herts, and the moniter has a maximum of 85 herts. My power management for some reason doesnt turn my moniter off after the selected amount of time either, so My moniter just stays on all the time and runs its screen saver which is a 3d maze.

So my question is, could my moniter be damaged from being on constantly like that? even if a screen saver is running? I have APMS enabled, and the first time I selected it, windows 2000 did switch it off after the selected time, but now it doesnt. at all.

How is my moniter doing?

While damage is one possibility, it is most likely to do with settings. You will get some flicker that has to do with refresh rates even if your monitor can handle a higher refresh value. It all depends on the resolution and what you monitor supports for that resolution NOT overall.
