can i use both sata and ide hard drives with this mobo? because it has only one ide port and 4 sata ports.

Yes you can. You can hang two IDE drives of the IDE port giving you the capability of six hard disks/optical drives. Just make sure your power supply is up to it.

Price should be the LAST consideration when purchasing a PSU. Lots of CHEAP junk is available.

Amperage is what's important. The +3.3v & +5v rails should have no more than 30A each. The +12v rail should have at least 30A if it has a single rail or if it's multi +12v rail design, they should have 18A each. And try to get one that's 80%+ efficient. Here's just two possibilities:
