mobo does not start up w new cards

Hi,
I have this recurrent problem -- whenever I open up my PC to add new cards such as modems, graphics and the like, I am unable to power up the PC immediately after that.
Whilst I see the green LCD light, and the red one for a little while, BIOS does not start up it seems. (I hear no beep.) Power supply seems fine -- I can feel the air from both fans -- so what may be wrong? Is it the motherboard? the processor?
Usually I can use the PC as per normal after half a day of waiting. Just stuck in a GeForce2 card and twiddling my thumbs..
