Can this (driver?) file be downloaded?
If so, can I use it to get my WIN2K computer going again, without needing the original WIN2K CD?

IMO I would say you need the W2K CD as it would appear other issues may be causing the error message. Though to be honest you have given no background to how this event occured...

Noticed this message the other day on my WIN2K desktop
which has a prog called 'Reg Cure'; from what I've seen, I think this may have caused it.....

Reg Cure creates backups of changes, unless you selected not to use that feature. Check RegCure documentation on how to invoke the back up.

There is nothing to learn from someone who already agrees with you.
