Hi. I realize in order to fix this I need a Windows Recovery CD. My problem is that on the computer that is broken, there is no CD drive. Is there any way I can fix it using a USB device? Any help is much appreciated. Again the missing or corrupt file is: <Windows root>\system32\hal.dll

I cannot get into the computer, after the boot screen it shows me this message and I can only turn my computer back off.
