Mini-Freezing PC

experiendcing frequent intermittent pauses or "mini-freezes" on any action performed on the pc. "freezes" occur every 10-15 seconds w/o fail--even now. seemed to start within the past 5-6 days when playing a rented cd on the cybrlink Power DVD player. The dvd may have been scratched, but, the movie would just stop cold and the tower would suddenly begin revving up and making a loud noise lasting maybe 10-15 seconds. This has happned occassionally in the past but this has never affected the performance of the entire pc. only speculating the dvd issue caused the "freeze" problem. Could this be a BIOS issue-need to increase? Fan speed: how to adjust w/o causing further issues w/mb? Damaged belts? Driver(s)?,Could problem be solved by getting larger HD/Ram? Just need another PC? Problem occuring on a Dell Dim:c521, BIOS 1.1.4 w/Win Vista HB, 448 RAM. 2-3 yrs old.
