It depends on what the RAM is rated at & what system you're running it on. If you have DDR400, chances are it won't run at 240MHz...& if you have DDR333, chances are it won't run at 200MHz.
But if you have an AMD A64/X2 system with DDR400 & set the RAM to DDR333, then increase the CPU freq from 200MHz to 250MHz, the RAM will run at approx 200MHz. The resulting RAM speed would depend on the CPU multiplier setting but it will be between 196-208MHz.
And the optimal timings depend on what the default settings are & which chipset the board is based on. If the default timings are 3-4-4-8 & you have an nForce board, you should should for something like 2.5-3-3-11.
