I have a mats---a dvd-ram drive. I sent it in to Toshiba recently and for some reason it doesn't work anymore. I think they replaced it. I have tried uninstalling and reinstalling the drivers.

You don't need to install any drivers for the OS to recognize it. Assuming it's connected and jumpered properly and the IDE controllers are enabled in cmos/bios setup then you should probably send it back to Toshiba as it must be bad.
