Ask your local phone company.

I didn't think there was a telephone exchange left anywhere in the civilized world that still operated on Pulse only. back in the day you used to be able to get a tone-sending unit to place over the mouthpiece of your old pulse-dial handset. Needed this for phone-banking and stuff. Never heard of a pulse-sending unit to put on a modern handset. Time to contact the phone company about leaving the first half of 20th century behind.

Where is your mother located ?

It used to be the case that tone phones also sent a pulse signal at the same time. If you picked up another phone on the same phone line when a tone phone was used to make a call, you could hear the pulse signal equivalent on the other phone.

Back in the old days some businesses had phones with no number dial or touch tone buttons so as to keep employees from dialing out. Turns out you can simulate pulse dialing by quickly moving the phone hook or hang-up buttons up and down. For example, if you were Tommy Tutone and wanted to dial 867-5309 you'd click it up and down 8 times, then pause, then 6 times, then pause, etc. You'd usually get a lot of wrong numbers but the theory was good.

I know, I know, that's not practical but yet, you never know when you'll be stranded somewhere and your only hope of rescue is a phone that won't dial out. Then you'll thank me!

Seriously, you either need to add touch tone service to that line or get a different phone. Goodwill has a lot of old phones.
