i'm wondering if there's an accurate way to compare mac and
pc cpu capability and if there's a common process i can run
on each which will give me comparable results...

Macs use Intel prcoessors now so the processor themselves are on the same level preformance as a pc when comparing the same processor core.

Ram is the same on a mac when compared to a pc versions, aswell as the graphics cards. The only thing the really set macs apart from pc's in terms of hard ware was the processor but since intel took over that part the gap between a pc and a mac in terms of preformance has narrowed by a lot.

I look at each like they were automobiles, it is going to be what you like and what you can afford, might want to look closer at what you want it to do, each has there own benefits...

alright--that all makes sense, but is there a software
program that will run on each that can somehow "test" each
processor to see which is fastest?

well, now you can run mac on pc! you can find many articles about mac vs PC on google.
