If it did work correctly at one time then you have some choices.

Return the system to the OEM state.

Otherwise you have to discover why it is being slowed down. That may take weeks. Things like virus, spyware, normal leftovers of applications, many applications running.And the list goes on..

Could of course be some computer hardware issue.
