Lost use of USB ports & DVD drive

Specs: Windows XP, Intel Processor 1600MHz/504 mgs RAM
Plugged in my I-Phone4 into a USB port and received message: The USB device has exceeded the power limits. USB ports now are not working, however, Device mgr states USB ports working properly. Only wireless mouse was plugged into a 2nd USB port at the time the message occurred. I've lost my DVD/CD drive too and it no longer shows as a device on the computer. Any ideas?

scrap the wireless mouse and get a usb or ps2 optical mouse...that should cure the problem

Cannot use the mouse as the USB ports are non-functional even though the Device Manager says they are working properly. Also, my DVD/CD player disappeared from my system completely. Any ideas?
