Comment:

All usb ports dead. PC boots to "keyboard failure" message. Mouse and keyboard both on USB ports. Only other USB connection is HP PSC1410. Removed all devices except keyboard and restarted. No luck. Moved keyboard to all eight USB ports and restarted each time. Cannot get to device manager to check ports. HELP!! Please...Thanks

Start with a power plug out and press the on button a few times to get a full cold boot.

If you have access to a ps/2 keyboard try it.

Try linux live cd.

Might have to reset bios to defaults.

I read it wrong and answer it wrong too. So get off my case you goober.

Tried power off sw resets...no help

At the suggestion of a different thread I installed a spare Belkin UBS card in the XPS400 where the 8 OEM USB ports did not work. It had two ports where I connected mouse and kybrd. Restarted pc...Still no luck. Next I reseated the mouse and kybrd cables in the Belkin ports and both devices began to function. I even heard the sound que that MS XP OS provides when devices are added to unused USB ports. However, the eight USB ports still did not give any indication when I reconnected the kybrd to each of the original ports. No sound and the kybrd did not work on any of them. At least now the computer works. I plan to remove and reinstall the USB ports. More to follow.
