Logitech MK550 USB Keyboard will not work

Specs: Windows 7 64 bit, AMD Phenom IIX4/ 16 GB RAM DDR3- PC1600
Logitech MK550 USB Keyboard will not work until system boots into Windows. (Windows 7-64 bit)

Client called me with this problem as he apparently shut down Windows improperly and couldn't use the arrow keys to get back into Windows or into Safe Mode, etc. He couldn't even get into BIOS with the Wireless keyboard.Had him check BIOS for version. Had the latest & greatest BIOS. System would boot just fine with a PS2 Keyboard. BIOS USB settings were all enabled, so no problem there. Initially, he connected the Unifying Receiver to a USB 3.0 port. The keyboard would work once the OS loaded. Had him relocate the Unifying receiver to a front USB 2.0 port and it worked fine. He could get into the BIOS, choose safe mode, etc. (He says he had used all of the available USB 2.0 ports in the rear). Any ideas why the unifying receiver wouldn't work on the USB 3.0 port until the PC loaded the OS? The Logitech site was of little help.

USB 3.0 is not fully supported IMO, and not ready for prime time. USB keyboards don't usually work in the POST screens anyway, let alone a wireless one.
