Locks up on boot

Whenever I turn on my computer it does the ram count then it sais "Wait" and it locks up. What's wrong?

click the link in my previous post. download mamtest86. when you execute that file it will prompt you for a blank formatted floppy disk to install itself on.
with the floppy still in the drive, reboot. The computer will boot from A: and run memtest.(it doesn't run in windows).
ESC to end and the computer will reboot, remove the floppy disk when it does.
