I have a new computer HP Pavillion Pc a6000 and my sis did not have it set up to a surge protector lighthing struck near by and now it wont power on but the green light in back comes on isnt there a reset button or something on this computer to reset it or is it fried?

No reset for lightning strikes, what's cooked is anyone's guess.
Best to take it to a repair shop to check the damage.
You could take the cover off and see if there is any visable damage, like burned components or a burning smell.
If you are lucky maybe the power supply blew a fuse (it it has one) before it went any further, but don't get your hopes up.
If still under warranty send it back to HP, but if they determine that the cause was due to a current surge, they will probably bill you for the repairs.

First of all you shouldn't blame your sister.

Now, start trouble shooting it.

Check the to the computer by using that cord to power another device. (if you use a test meter be sure you understand voltages present can kill)

Remove power plug and press on button a few times. Put power plug back in with the back switch off if it has one. Turn on switch while looking at ps fan. Does it try to turn or turn on? Any keyboard lights? Any beeps?
