I purchased a LG DVD writer (16x Super DVD/CD Rewriter) and a IDE to USB cable (R Driver II) to use for a IBM laptop. The IDE to USB cable comes with a power adapter and a IDE to USB cable.
However when connected, the writer can't open when pressed and the the laptop does not show the writer icon. The device manager shows a message "This device cannot start (Code 10)".I had tested the cable and the cable is not a problem. The cable is designd to work for DVD/CD 5.25, 3.5 and 2.5 harddrives.
I am using window xp and sp2
Try changing the jumpers but the device manager show
"This device cannot start (Code 10)". But it show code 22 than change to code 10.>> i know the cable i use for similar items only works when the drive is set at cable select. try it that way.
How to change it at cable select?

Your problem is most likely that the USB port does not have enough power to power the USB attached DVD writer. Computers that are several years may not have the higher powered USB ports like the newer ones. So if you are having problem it could be that your USB port does not supply enough power for the device that you are using.
A possible solution may be to plug the DVD writer into an external USB hub that utilizes an external electrical power source of its own.
