Does anyone know of a web site that describes in the simplest way possible on how to connect a 2x16 LCD display to a computers parralel or serial port, and what program to download + from where

connect a monitor to a parallel or serial port? i don't think that's possible, since no video signal can come out of those ports

Do you mean something like a CrystalFontz LCD that displays things like temps, MP3 info, etc.
Then search for case mods like that on google
One of those LCD usually can come as a fully assembled kit, or just a design directions and\or schematic. They all connect through COM(serial) or LPT(parallel)

First what kind of 2 x 16 lcd display do you
have?

Is it a bare display or does it have a
controller?

Most of those with controllers use a form of
TTL serial or parallel interface.

Some of the newer ones have RS-232/485 serial
interfaces.

As a guess yours has a TTL parallel
interface.
Many people are using a PIC microcontroller
(i.e. Basic Stamp) to drive them.

How you interface yours depends upon the
display you have.

The following link has a project that does
your whole project a serial port driven
lcd display. Include is VB program to drive
display.

There is a simple lcd website:

They use the LCD to show cd-tracks,maybe it's of use..

Could someone mail me a website about tv hookup to a svga port (15pins)
