Laptop Won´t start.

Medion MD41300 laptop won´t boot, only black screen. I tryed to reinstall XP from CD, but it coulden´t format the hdd then i hold down the power button to turn off. i tryed it several times, but no luck. I tryed to go in the bios but did not know what to change so i shut down without doing anything. After some time the screen went black and now it does not show anything even at startup. Now i bought a new hdd and put it in the comp. and still the same, no respond at all on the screen, and it sounds like it tryes to read the cd/dvd but can´t.
Please HELP me, can i repair or get into the bios setup with a program...
