Laptop wont charge,not battery

Ok, its not the battery, plugged in new battery,same non charging issue.Could it be the AC charger?or is it bad connectors?

The fault most likely lies within the motherboard. A chipset controls the charging, and it would appear it is faulty.
Had the same problem with a Toshiba Satellite, and they had to replace the motherboard. Fortunately it was within a year and under warrantee they replaced it at their cost.
