Laptop will only boot in safe mode

Specs: Windows XP, 1.4/2GB
My laptop will not boot up in some areas of my home unless I boot it up in SAFE mode. It boots up just fine in one room in my home and just fine at work. In other areas it tries to boot up, gets so far then tries to restart again

Better wrap yourself in foil. Do you live next to a transmitter?

Guess you could have a professional test the power supply for both true RMS VAC and harmonics.
