Laptop screen keeps dimming when plugged in or nonplugged

Specs: Windows XP
The screen on the computer keeps dimming when plugged int it's charger and also when it is unplugged. I have tried resetting it and also putting it in safe mode but neither have worked. Also, I have tried the solution of turning it off, removing the battery, then holding the power button for a minute, then rebooting the computer. All of these have shown no improvement with the dimming of the computer. The laptop is a Dell Inspiron 1150 running on Windows XP.

What do you mean, it gets darker when you do both or when you take the charger out?
Can you get it brighter by keyboard adjustments
( hold down the FN key written in lowercase blue writing , near the start menu key on the bottom left of the keyboard, and press the up arrow key).
If that doesn't work then you have a failing inverter (A device that converts low DC power to high AC power to power the bulbs in the screen to create a backlight).
