Laptop processor speed

Hi!

I have a problem with my latop Dell D610, it was before having a speed of 1.86 GHz but now i was changed only to 335 MHz..

It was very slow and i can't connect to my online games?!

Sometimes i got lucky when i restart sometimes it goes back to 1.86Ghz but most of the times it went to 335Mhz..

turn off cool n quiet.

also in the control panel in power settings tell windows to use full power.

Whenever you're running on battery you might want to change it back.

but i thought only AMD has the cool n quiet option..
I'm not using AMD, i had intel Pentium M..

And I already seen some of the problem, when i removed my charger and restarted the system running on batteries only.. it runs 1.86Ghz but when i insert the charger again it comes back to 335Mhz only..
And my battery is not charging, is my charger has a deffects already?

Another question please?!

Is my AC Adapter already has defect and needs to be replaced?

Because my battery is not charging already and i just bought it about 6mos ago?
I drained my battery now and i can't charge it up..
