Laptop overheating - fan not working

Specs: Vista Home Basic 32-bit/ Ubuntu 9.10 32-bit, Celeron M/2GB
I have a Toshiba Satellite A135-S7404 which has recently been shutting down unexpectedly. It feels warm when this happens, and I have noticed that the fan doesn't spin at all. I flashed my BIOS with the most recent update, and all was well, but recently the problem has started up again. I've already taken a shop vac to the vents to clear out dust. Does anyone know what could be causing this and how I can fix it?

Replace the fan. What does a bios update have to do with a blocked up or failing fan?
