Laptop display probs

I have an older laptop and the screen does not want to display the whole screen. There is a 1 inch black frame around the actual area i can work with. Its like its stuck on 640x480 and 16 colors. I know it has better screen resolution b/c when my dad used it, everythign worked ad it was full screen. Any ideas?
