Not sure if laptop CD drives are like desktop drives or not but I have had trays stick on me. The solution is to insert a sraightened paperclip into the small hole just beneath the tray. This should release the tray. The gear rack on the underside may need some lubricant. I have used petroleum jelly. If the light on the drive doesn't light up maybe the drive moter is shot. If this is a removable drive try reseating it.
