Laptop CD booting stopped working

I have an old Texas Instruments Extensa 620CD Laptop.
I was planning to do a fresh install or Windows do I did what anyone would do first and backed up the data I wanted to keep then booted to DOS via Win98 DOS startup disk and formatted the hard drive,
Ever since then NOTHING - not even the BIOS can recognize the CD ROM drive even though it is configured to do so. Not even the Win98 DOS boot floppy which could recognize it before was able to read from it. Please can someone help... I need to be able to use the drive to install Windows

You `could' remove the hard drive and attach it to a PC (with an inexpensive adapter). Copy the win98 folder from the CD to the hard drive. Restore the drive to the laptop and run the install from the win98 folder.

But how then would I eventually get the CD rom drive to work? I do need the drive for software and stuff and I don't think it could be a hardware thing if problems occured after formatting the hard drive.
What I don't get though is how this could affect the BIOS unless it looked to the hard drive for drivers to access the CD ROM???

Before I formatted the HDD, if there was a CD in the drive then there would be the sound of the motor coming from the drive, there is no sound now...
