Can I connect my laptop to my desktop tower, so using the laptop as the keyboard and monitor.

No. But you can connect the desktop to the laptop through a network and use software like VNC where you can operate the "headless" desktop (no monitor, keyboard, or mouse) from your laptop. But, the laptop will be running it's own operating system and the desktop will be like a program running in a window on the laptop.
Summary: I have problems with my lap top that seriously need fixing, but I can't even get my lap top to stay on long enough to run programs like scandisk, setup (to possibly reinstall Windows Me) or anything...
