Can I connect my laptop to my desktop tower, so using the laptop as the keyboard and monitor.

No. But you can connect the desktop to the laptop through a network and use software like VNC where you can operate the "headless" desktop (no monitor, keyboard, or mouse) from your laptop. But, the laptop will be running it's own operating system and the desktop will be like a program running in a window on the laptop.
