Lag spikes in almost every game

Specs: Windows 7, 4GB

I am having this weird problem, in almost any game i play i get lag spikes.
They are short like half a second to one second. I think it is weird is that i think my hardware should be good enough to play these games. Also when I'm browsing photos on google or facebook it tends to be kind of slow or even lag. (This could be because the gpu downclocks itself by default)
Could the problem be the power supply, CPU or gpu? I would very much like some advice!
I am kind of desperate. I need this problem fixed as soon as possible

I notice it most in these games:
Call of duty mw2, mw3, but most in black ops.

My hardware is:

PSU: Chieftec Nitro Series BPS-550C 550W
GPU: Sapphire Radeon HD 6770 1GB GDDR5
CPU: Amd phenom II x4 960t
RAM: Kingston ValueR. DDR3 1333MHz 4GB
Motherboard: ASUS M5A78L-M/USB3
Harddrive: Seagate Barracuda® 500GB

Your power supply has two 12Volt rails listing a combined 44Amps. While a single 12Volt rail is definitely preferred, it 'should' be enough since your graphics card recommends a 400Watt power supply as the minimum.

Install HWMonitor to check your internal temperatures at idle, during video and gaming and report those back (in degrees C) since you could be experiencing CPU or GPU throttling due to overheating.
If it is running hot, please report additional specs including number, position, and direction of installed case fan(s).

Has this system always been like this?
Is this system New, Old, or upgraded from something not new?
Has it ever run better?
Have you made any changes to hardware or software recently?
Please post back results and answers.

I swapped out my hd 6770 with a 6870 and no difference.
My system is one year old and since it was new i have changed cabinet, processor, and harddrive. Now i have one 60GB ssd installed, and a 6870 GPU.
I thought getting a new gpu would fix the problem but it dident.
My temps are:

IDLE:
CPU: 33c
GPU: 28c
CORE: 21
MB: 22
HD1:22
HD0: 25

Load:
CPU: 46c
gpu: 45c
mb 25c
hd0: 26c
hd1: 25c
core: 27c

I dont think theese are too high. I do not think overheating is the issue.
I have this wierd thing in mw2 though. If i disable my sound, it does not lag.
I am going to order the fx 8150 today. So i hope the issue wil go away.
I dont have a know what it could be? Im thinking maybe psu or mobo?
It is obviously not the gpu since i have a more powerful one now and the lag do not disappear. I am kinda hoping it will go away with a new cpu, but im not sure.
Advice? Could my cpu be too weak for theese games?
I am not all sure if it was like this all the time, but i think so. I have just ignored it. But now i am getting kinda tired of those lags... The wierd thing is that disabling sound makes it go away? Can i just buy a usb soundcard to make it go away then?
Can the mobo cause this lag? What part is most likely to cause this???

My system was bought last year. Its about exactly one year.
I bought it as parts, and i put it together. I think the system allways have been like this, but i am not sure. maybe wasent like this before i swapped out the cpu. (old one was AMD Athlon II X2 250. The reason i got a new one, was huge lag spikes in call of duty black ops. But im not sure.
It is not in all games. I do not think it is due to overheating though.
I posted my temps below. It is probably not the gpu either, since i swapped it out with a hd 6870. Same lags. I also expirienced something wierd. When i disabled my soundcard in windows, mw2 did not lag. Soundcard issue? Should i just get a usb soundcard? Would that fix it? IS my PSU too weak? I am planning to order a fx 8150 today. I hope it wil get rid of the lags. But i sereously doubt it. But then it would not be Either gpu or cpu causing it. Could ram or mbo cause lag? I allthough have 4gb with ram. Not enough?

I would have tried a different power supply before you purchased a new CPU or in your specific case, probably a new sound card since you already showed it may be connected some how and they are a lot less expensive to purchase.
Generally, swapping out parts from another computer that is working to help you evaluate the problem is a reasonable path to take, but purchasing new components to try without reasonable cause is a waste of money. You have two video cars that are probably both good and you will have two CPU's that are both probably good and the problem is more likely the power supply being damaged or weaker than specified, or possibly a defective sound circuit on the motherboard or existing card. That could get expensive, even if you sell off your extras on ebay.

Yeah i guess so. But my old cpu im selling anyway, so thats now waste. I was kinda thinking the mobo could cause the issue? Is that possible?
I was thinking just swapping the hole mobo because i kinda want the sabertooth. I dont know. So psu could be the issue? Im gonna try another sound card 2.
So the parts i should try to change is psu and soundcard? how can i find out if it actually is the psu? I dont want to waste my money. The cpu i allways wanted, and im also buying it because a friend of mine needs a new one, and he cannot use the fx cpu. My sound does never lag or scratch. So im thinking that soundcard is fine? I just dont know why disabling it fixes lag in mw2. I think it still lags in black ops though. What is worth trying to change? could swapping mobo fix issue?
By the way, im totally sure it wasent the GPU since we tried it in my friends system, and no problems. Is the 960t powerful enough for playing black ops? (NO overclock) I really want to get rid of lag! :D
