Keyboard trouble with CTRL

Hello, I have a problem with my keyboard, everytime I press the ctrl button, circles appear on my screen, its VERY annoying. I switched it to this many months ago, but now that i play counterstrike again its ruining my gameplay. I've looked through a ton of settings but cant find where to change it back. If you know where I can change it back to where the circles wont appear, please post directions, thanks.

Go to control panel, in the printers and other hardware aplet, choose mouse. On the pointer option tab, you will find the locate pointer when control is pressed. Deselect that!

I cant find the locate pointer anywheres. Heres what i did
start>control panel> mose ( opened mouse properties ) > clicked point and its no wheres in there, i've also searched pretty well around it too and no luck. Theres gotta be another way i can deselect that option ?

Dude!
Go into mouse properties then pointer options, you'll be able to disable the CTRL key feature there.
Do not type anything in this space.
