K7SEM3.0c Power Problems

CPU/Ram: Duron 850 (PR1200!)

I have a strange problem with my Elite K7SEM3 motherboard. If I turn the machine off then switch it back on again nothing happens. If I leave it for a few minutes then it will work! Thing is I had exactly the same problem with a K7S5A which I took back to the shop. Unfortunately this one is not under warranty. Am I the only person out there with this problem? I can't find anything on the net. Please help!!

sounds like a power supply issue to me
