The powercontrol button does not work,and the reset button does work (the server does not start). Attention: The power-control button will not function until 20 seconds after the server has been connected to AC power.

First of all you have to check the server documentation/user manual guide if that is the nature of the server. More so, I would like to know the model name of the concerned server.
