|It's usually caused by a background program (a startup item) refusing to close.|
Check what's running in the notification area and try exiting one of them first, then try shutting down.
Repeat for each one until you find the offending program.
When you've found it, that program either needs to be uninstalled, or stop it loading with Windows if you really need that program.
