Is this a hd failure?

Before I recommend a new hd for my brother-in-law I just want to run the symptoms by you. It's a 5 year old HP Pavillion, 500 Mhz AMD running Windows 2000 Pro.
Yesterday he got a "no operating system found" error on bootup. It will post but hangs there.
When he tried to reinstall Win 2000 he got a I/O 0000100 (I think that's the code). Today I took over Win 2000 boot floppies and tried to boot from that but still got the I/O message.
Before I run out and get a new hd, any second opinions?

1st, check if the Bios sees the drive. if not, check the SATA and power cables are in place and secure. Then, try Seagates diagnostic utility to test the drive.

Make that check the IDE (ATA) cables.

The Seagate diagnostic should tell you for sure. If the drive passes, try another power supply.
