Is this a graphics card failure?

Specs: Windows 7
I was playing SC2 and suddenly the screen started to go nuts, and next thing you know, I got a BSOD. Rebooted, and look what I find. Before I go out and buy a new graphics card, I just wanted to confirm that it is indeed a graphics card failure, and not something else, cause I've never experienced one before.

It looks like my Radeon HD 3850 finally crapped out on me!

Can anyone please confirm? Thanks!

It's artifacting. Either you over-overclocked your video card or you overheated it. Since the artifacts are appearing on the boot screen before Windows loads, it's a hardware problem, NOT a software problem. Have a look at this:

Sweet, I'll check my fan tonight when I'm home. I never overclocked my card, so I doubt it could be the problem. If that's the case then I would need to go out a new video card, correct?

If the card is not making any noise and the fan works when you turn the pc on then chances are it could be your pci slot on your mobo

PCIe slot is fine go get a new v-card.
