Intermittent Stalling w/ 3D Games

Any games that utilize my 3D hardware will stall every few seconds, then continue normally for another few seconds before briefly stalling again. I've googled and googled, and I've found a handful of reports of the same exact problem with a variety of video cards, leading me to believe that it's not a hardware failure, but rather some kind of obscure software conflict.

Attempts to solve the problem:

--uninstalled and reinstalled the card with the original drivers
--updated to the newest drivers from nvidia.com
--disabled the sound card to try & resolve potential conflicts

System specs:
Windows XP Home Edition, SP2
Intel Pentium 4 1.49 GHz
896MB RAM
NVIDIA GeForce FX 5200 -- 128MB (PCI)
