Intel mobo won't boot

I have an intel mobo (D850GB) and pentium 1.7G processor. My problem is rather weird, if I restart my computer , it works. But for some reasons, if I turn-off using power-off (in case of OS crash) , it fails to boot. The Mobo light is on, the floppy/hard disk/cddrive , all are powered up but there is no POST etc. Even the diagnostic lights at the back are not powered up. I have to remove all power connections, wait for 6-7 hours and then turn-on the power. Then it boots correctlty. Also I had a similar problem with my old dell 8100, so I moved it's processor to this mobo/case/power ( bought new ones ).

If the CPU acted that way on the old MB, and is acting the same on the new MB, simple logic suggests that the element common to the problem on both MBs is the CPU.

My gut feeling was about bad CPU, but somehow it is not very convincing. Isn't processors supposed to be well tested before they are shipped? Has anyone ever experienced a bad processor? The troubleshooting guides never list processor as one of the culprits, so it never even strikes in the head unless one tries to replace everything but the processor. Any experiences are welcommed.
