I have a mini dell 9". I purchased a Liteon external driver/recorder. I plugged it in and it does not appear under my computer. Dumb question: Do I need to install software so that the optical drive works with the Mini Dell?

No, it should be recognised automatically. Does the drive have an external power supply? If not, there's a possibility that the USB port you're using cannot supply enough power - try plugging it into another port.

On an unrelated note, the hardware is an external DRIVE. Drivers are software programs to make things like DRIVES operate.
The optical drive should show in My Computer. If it doesn't there could be any number of reasons. First one coming to mind is no AC power connected to the drive.
