Install OS X on new HD pre install is wiped

How do I install OS 10.4 on Power Mac G3 the hard drive I put in has been erased to zeros. I keep getting a folder in the middle of the screen with a question mark and face blinking alternate. Anyone out there that can tell me how to get this started. I don't have a regular Mac keyboard either so you have to tell me where certain keys are located so I can hit the corresponding key on my regular usb keyboard.
